Digital Millennium Copyright Act — Copyright Infringement Notice Policy

Important: Dreamcore operates as a neutral network carrier (like an ISP). We do not host, store, or control the content transmitted through our network. We cannot block specific content at the destination level, but we can and will terminate accounts found to be using our service to systematically infringe copyright.

1. Dreamcore's Role as a Network Carrier

Dreamcore provides a peer-to-peer proxy and VPN network. We are a network carrier — we transmit encrypted data packets between users and their destinations. We do not host content, do not control what websites users visit, and do not have the technical capability to inspect or block specific content within encrypted tunnels.

This is analogous to an Internet Service Provider (ISP). Like an ISP, Dreamcore qualifies for safe harbor protection under Section 512 of the Digital Millennium Copyright Act (DMCA) and similar laws in other jurisdictions, provided we implement a policy for terminating repeat infringers.

2. Repeat Infringer Policy

Dreamcore has adopted a policy of terminating, in appropriate circumstances, the accounts of users who are found to be repeat infringers. We will terminate access to our services for users who repeatedly violate the intellectual property rights of others.

If you believe a Dreamcore user is using our service to systematically infringe your copyright, please submit a notice as described below.

3. Filing a DMCA Takedown Notice

If you are a copyright owner (or authorized to act on their behalf) and you believe that your work has been infringed upon through the use of our network, you may submit a written DMCA notice to our Designated Agent.

Your notice must include ALL of the following:

a) Your contact information: Full legal name, company (if applicable), mailing address, telephone number, and email address.

b) Identification of the copyrighted work: A description of the copyrighted work you claim has been infringed, including a URL or other identifying information where the original work can be found.

c) Identification of the infringing material: A description of the material you claim is infringing, along with sufficient information to identify it (URL, IP address, timestamp, etc.).

d) Statement of good faith: "I have a good faith belief that use of the material in the manner complained of is not authorized by the copyright owner, its agent, or the law."

e) Statement of accuracy: "The information in this notification is accurate, and under penalty of perjury, I am authorized to act on behalf of the owner of the exclusive right that is allegedly infringed."

f) Your signature: A physical or electronic signature of the copyright owner or authorized representative.

Submitting a notice via email is the fastest way to reach us. We do not accept DMCA notices via social media or other channels.

5. Counter-Notification

If you believe your account was terminated or content was removed due to a mistake or misidentification, you may submit a counter-notification. Your counter-notification must include:

a) Your physical or electronic signature

b) Identification of the material that was removed and where it appeared before removal

c) A statement under penalty of perjury that you have a good faith belief the material was removed by mistake or misidentification

d) Your name, address, phone number, and email address

e) A statement consenting to the jurisdiction of the Federal District Court for the judicial district in which your address is located

6. False Notices

Under Section 512(f) of the DMCA, any person who knowingly materially misrepresents that material is infringing, or that material was removed by mistake, may be subject to liability. Dreamcore reserves the right to seek damages from parties who submit fraudulent or bad-faith DMCA notices.

7. Limitations

Because Dreamcore operates as a transparent network carrier and does not inspect or log traffic content, we have limited ability to take action against specific transmitted content. Our primary enforcement mechanism is account suspension for users who are demonstrated to be systematic copyright infringers.

We cannot and do not block specific websites or destinations at the network level based on DMCA requests.
